How to Identify Publisher

The publisher in this case is likely to be the same as the author. If  copyright language is available on the document, look here to for the publishing company as well.

Node Naming Convention 

Use title as provided. If no title is given, create a descriptive title that incorporates the name of institution, the specific program the guidance relates to, and any other noteworthy details about the content.
